After missing the opening of the Brighton pavilion, the Doctor and Romana take themselves off to the Leisure Hive on the planet of Argolis. Many years before a war between the Argolins and the Foamasi left Argolis a radioactive, almost lifeless planet. The surviving Argolins, now a sterile race, chose to highlight the horrors of war by opening their planet to visitors - to tourists. At the Leisure Hive, tourists can enjoy themselves but also learn about other cultures, perhaps even take away with them the realisation that conflicts are better resolved by means other than the use of weapons.
The pride of the Leisure Hive is the Tachyon Recreation Generator, a device which not only delights tourists but also forms part of an Argolin research programme. Could it even hold the key to saving the Argolins? When a tourist is killed in the Generator an enquiry is held. The future of the Leisure Hive and the fate of the Argolins are in jeapordy. The Doctor and Romana stumble upon the Argolins' hope for the Generator and plots to seize control of the Leisure Hive. Can they resolve the situation before Argolis plunges into another war?
