En route to Kew Gardens, the TARDIS is drawn off course by a temporal anomaly. The Doctor and Peri set off to investigate and encounter a group of Luddites attacking a horse drawn cart, or more specifically its load - machinery for the local pit. The driver thanks them for their help and remarks on the unusual behaviour of the attackers - men he knows. A strange reading near the local bath house intrigues the Doctor and after an attack against himself he vows to find out who or what is behind the Luddite riots that are springing up in this area. Of equal concern is that some of Britain's most important people are due to meet soon: the men who will be responsible for the industrial revolution to come - Stephenson, Faraday, Telford and many others.
The Doctor soon discovers that he must take on not one but two other Time Lords in the battle to preserve human history.
